The Alfred Nzo District Municipality (ANDM) has appointed an interim board for the Alfred Nzo Development Agency (ANDA) following the resignation of most of the agency’s previous board members, a development that left the entity without effective governance.
Municipal Manager Zamile Sikhundla said the appointments were approved by the ANDM Council, led by Executive Mayor Cllr Tsileng Sobuthongo, in line with the Local Government: Municipal Systems Act, the Companies Act and the agency’s Memorandum of Incorporation (MoI).
The newly appointed interim board members are Zamile H. Sikhundla, L. Mahlaka, Tobela G.P.T. Nota, Advocate M.F. Lepheana and Ivy Sikhulu-Nqwena, who will serve as Non-Executive Directors until the recruitment and appointment of a permanent board is finalised.
The Council also appointed Cllr Banele Qwayede and Zukile Mazwi as shareholder representatives, while Lumko Mtimde continues to serve as the agency’s Chief Executive Officer and Executive Director.
Sikhundla said the appointments became necessary after the previous board members resigned, leaving only one director and rendering the board unable to function effectively. As a result, the municipality, as the sole shareholder of ANDA, dissolved the board to address what had become a governance crisis.
“Council has taken decisive steps to ensure that the agency continues to function while processes are underway to appoint a permanent board. This intervention is aimed at restoring sound corporate governance and ensuring compliance with all applicable legislation,” Sikhundla said.
ANDA is a municipal entity established under Chapter 8A of the Local Government: Municipal Systems Act and incorporated in terms of the Companies Act. The agency is responsible for implementing economic, social and environmental development programmes across the Alfred Nzo District, with a focus on promoting local economic development, stimulating investment and creating employment opportunities.
Addressing the Council on Friday, 31 July 2026, Executive Mayor Cllr Tsileng Sobuthongo reaffirmed the municipality’s commitment to repositioning and re-engineering the development agency so that it can effectively fulfil its developmental mandate.
Sikhundla said the municipality would expedite the recruitment process for a permanent board in accordance with its approved governance procedures.
The interim board is expected to convene soon to elect an interim chairperson from among its members in line with the agency’s Memorandum of Incorporation and relevant legislation.
Sikhundla welcomed the interim board and expressed confidence that its members would provide the leadership and oversight required to stabilise the agency while preparations are made for the appointment of a permanent board.
