PSC recommends action against minister’s advisor over irregular appointment

The Public Service Commission (PSC) has recommended that Social Development Minister Sisisi Tolashe take disciplinary action against her special advisor, Ngwako Kgatla, for allegedly manipulating the CV of a relative to secure employment as the minister’s private secretary.

The recommendation follows an investigation into the appointment of Lesedi Mabiletja, who resigned last year after controversy erupted over her appointment.

Mabiletja was appointed as the acting Chief of Staff in the office of the Minister with a salary package of more than R1 million.

Presenting the findings to Parliament’s portfolio committee on Wednesday, PSC chairperson Somadoda Fikeni said the appointment highlighted serious weaknesses within the department, adding that it was concerning for a recent college graduate to be elevated into such a senior position.

PSC representative Hendrica Sethole said Mabiletja did not qualify to act as Chief of Staff, adding that the

“When you look at her experience and compare it, you can see that her experience was actually limited compared to that of a chief of staff.”

The PSC also recommended that government attempt to recover the salary paid to Mabiletja during her time in the role.

Fikeni further proposed the establishment of a national register for officials who resign before disciplinary action can be finalised, saying it would help prevent individuals from avoiding accountability through resignation.
