The Pretoria High Court is expected to hand down judgment in the case of controversial tenderpreneur Vusimuzi “Cat” Matlala, who has pleaded guilty to fraud, corruption and money laundering linked to a R228 million South African Police Service (SAPS) health services tender awarded to his company, Medicare24 Tshwane District.
The court is expected to either confirm or amend a 15-year plea agreement, of which seven years are suspended, reached between Matlala and the National Prosecuting Authority’s (NPA) Investigating Directorate Against Corruption (IDAC).
The IDAC recommended a sentence below the prescribed minimum after Matlala agreed to become a Section 204 witness, allowing the State to call him as a witness in future prosecutions, including against his co-accused.
Matlala appeared alone in the Specialised Commercial Crimes Court in Pretoria on 25 June after his case was separated from the main matter involving several senior SAPS officials, including suspended National Police Commissioner General Fannie Masemola.
The judgment is expected to determine whether the court accepts the negotiated plea deal, a decision that could have far-reaching implications for the wider corruption case involving senior police officials and the multi-million-rand SAPS tender.
