Crime intelligence chiefs file complaints over botched arrest operation

A growing dispute between South Africa’s law enforcement agencies has spilled into the public domain after senior Crime Intelligence officials lodged formal complaints over how a high-profile corruption-related operation was handled.

At the centre of the controversy are SAPS Crime Intelligence head Dumisani Khumalo and major-general Nozipho Madondo, who have formally approached Justice Minister Mmamoloko Kubayi, acting Police Minister Firoz Cachalia, and the National Prosecuting Authority, raising concerns over an Investigating Directorate Against Corruption (IDAC) operation they say was abruptly mismanaged.

According to the complaints, Khumalo and Madondo were allegedly instructed to report to Brooklyn Police Station with overnight bags in anticipation of arrest warrants being executed. However, they claim the warrants were never carried out, and the instructions were later reversed. The sequence has fuelled allegations of intimidation, confusion, and possible political interference in an operation involving senior policing structures.

The incident has sharpened long-standing tensions between SAPS Crime Intelligence and the Investigating Directorate Against Corruption (IDAC), with both sides presenting sharply different accounts of what transpired.

Adding to the controversy, SAPS Head of Organised Crime Nhlanhla Mkhwanazi publicly questioned the handling of the operation, suggesting inconsistent instructions undermined procedural integrity. He described a scenario in which senior officers were first called to report for arrest processing, only for the instruction to be withdrawn shortly after. “The question is, is this how justice is served?” he asked, raising concerns about coordination between agencies and the chain of command.
