Ramaphosa receives second interim report on criminal justice inquiry

President Cyril Ramaphosa has noted the recommendations contained in the Second Interim Report of the Judicial Commission of Inquiry into Criminality, Political Interference and Corruption in the Criminal Justice System.

The Commission has recommended disciplinary action and criminal investigations against Lieutenant General Shadrack Sibiya, Witness G, Sergeant Fannie Nkosi and Brown Mogotsi, with prosecutions to follow where sufficient evidence exists.

It also called for an urgent investigation into the alleged off-the-books operations of Crime Intelligence involving Mogotsi and Witness G.

The Presidency said the latest referrals will be investigated by the SAPS special investigations task team established after the Commission’s first interim report. The Commission is expected to submit its final report on 16 November 2026.
